Really, two things stand out: Worst pass rush in the NFL, and going through a Wendy's drive-thru naked and intoxicated.

How was this guy available?

CLEVELAND, Ohio -- The Browns have hired former Jaguars defensive line coach Joe Cullen for the same position here, a source told The Plain Dealer today.

New Jaguars coach Gus Bradley also told the Florida Times-Union at the Senior Bowl that Cullen is joining the Browns. Cullen had coached the Jaguars line since 2010. He replaces Dwaine Board, who spent two years with the Browns.

In 2012, the Jaguars finished last in the NFL with 20 sacks, five fewer than the Raiders. At one point, they went three weeks without a sack. They were also last in the NFL in sacks per pass play. Overall, the Jaguars, who ran a 4-3 defense, finished 30th (30th vs. the run and 22nd vs. the pass).

In Cleveland, Cullen takes over a talented defensive line that features end Jabaal Sheard and tackles Phil Taylor and Ahtyba Rubin. New defensive coordinator Ray Horton told The Plain Dealer last week that he'll run an aggressive defense and isn't wed to a 3-4 or 4-3 front. He ran an attack-minded 3-4 defense in Arizona.

Cullen also coached the Lions' defensive line in 2006. He was arrested that year for driving under the influence, and in another incident, during the 2006 pre-season, he was arrested after driving through a Wendy's drive-thru while nude. He later told the Florida Times-Union that he blacked out that night and doesn't remember the incident.

He was fined $20,000 by the NFL for "conduct detrimental to the league" and sentenced by a judge to 10 days of community service and to attend Alcoholics Anonymous meetings. Cullen also attended an outpatient treatment program, and the Lions stuck by him. He remained with the team until 2008.

In 2009 he was an assistant coach at Idaho State.

In other Browns coaching news:

• The team is in the process of interviewing other assistants to round out Rob Chudzinski's staff.

• Linebacker coach Bill Davis is interviewing with the Panthers, according to Joe Person of the Charlotte Observer.

• New offensive coordinator Norv Turner will be introduced to the media at 11 a.m. Wednesday. Chudzinski will also be available.

• Special teams coach Chris Tabor has received a two-year extension through 2015.

• Horton's deal is for four years, a total of about $8 million.
