The single easiest way to combat illegal labour would be to come down like a ton of brickes on anybody employing illegals. So, prove you're in the country legally, or no job. That being said, not everybody's going to carry their passport around with them, so a *free* ID card would work - if you have to pay for it, you're automatically potentially excluding people from the right to work. It could be used in a whole bunch of other things as well. But I'm guessing that would be too much government involvement, too much 'big brother' to actually gain any traction.
