FWIW, Pro Evolution Soccer built a franchise based on not having likenesses. EA Sports had the exclusive rights, for the FIFA franchise, so Konami just created generic teams, like "Man Red" and "West London Blue" instead of Man United and Chelsea. The teams were listed in alphabetical order of the real names, and the players were just very similar. Immediately upon purchasing the game, everyone goes to the unofficial support forum where you can download a data pack that overwrites all of the missing data with the real stuff and hey presto, you've got a perfectly functioning game.

Isn't FIFA pretty much universally regarded as a better game?

 

With this giant lawsuit going on, I'm not sure what options are available. EA would have to put a crazy amount of customization options into the game to allow players to replicate stadiums, uniforms, conferences, bowls, etc.

 

There's a reason why All Pro Football failed

These days yes, but 5 years ago Pro Evo had the upper hand. It goes back and forth.
