Important to define the problems... entering the system was, and still is an issue, in no small part due to incompatible DOD and DVA computer systems chronicled in a 60 Minutes segment IIRC... Once in "the system" vets' satisfaction ratings are high for both in and out-patient care. One of the sources of dissatisfaction was proximity to care and that was addressed by redefining and clarifying the boundary for requiring VA use vs. private providers. Coburn was one of the more earnest conservatives in recent memory... wait.... Coburn? He resigned at the end of 2015... Ah... OP's article is from 2014...
