China's army is at least a decade away from being in fighting shape with the rampant corruption within their leadership. They taken a defensive posture and their sole aim in the south China Sea is to hamper any potential efforts on our part to invade or an A2/AD strategy. Russia has a fledgling oil based economy, is losing allies and influence left and right and the walls are closing in, both on the country geographically and the leadership in general. They feel that they are backed into a corner and thus desperate. Throw in that they are more capable than the Chinese militarily and the answer is pretty simple. If you want proof of who's more dangerous now, look at South Korea. They're going through a relatively major political crisis right now and if China was the bigger danger, they'd be doing everything within their power (aka Korea unification protest, little green men, etc) to take advantage of South Korea's difficulties to remove our foothold in SE Asia. They looked at it to see what it was surveying, if it had any sophisticated tech that was spying on them etc, etc, etc. Literally a non story. It's a 100k device which to the govt is what? It's nothing. That being said it was probably being used to look at something the Chinese are doing in china sea. Wouldn't be surprised if they baited the chinese into taking it so it could sweep for wifi devices and put google ads on everybodys shit annoying them all to no end.
