Even as goofy as he may seem or come across he wants to bring the federal government back to within its realm, by making congress follow the Constitution and the Bill of Rights. Plus make big government stop standing in the way of Americans from being able to enjoy having freedom. where all we see now is it being ripped away from them little by little.
