TSMC is not a new company. TSMC was founded in 1987 and the first dedicated IC manufacturer. It is the world's leader and the largest semiconductor manufacturer. They manufacture chips for Apple, Texas Instruments, Intel, NXP, and a host of others. They have a market cap value of something in the neighborhood of 640B dollars. Their stock on the NYSE trades at the $140 range.

Harrison is not president of TSMC. He is president and SVP of TSMC Arizona, which is a subsidiary of TSMC. He has been in the president of TSMC Arizona roll for over a year, and an SVP for the last 3.5 years. The government isn't giving him the money. They are giving it to TSMC in reality.
