I say semi because they did consider Johnny Cash as a HOF rocker. Most don't, but Johnny was there with Elvis at a time Rock was undefined. Heck, early on Johnny was more rock and Elvis more country/gospel, then they found their groove that took them not only to their place, but a place held by few....legendary/icon status.
