They do acknowledge that there is no concrete proof between the rise in concealed carry permits and the drop in violence, but there is no evidence suggesting the opposite either. A crimial isn't going to tell a pollster, research group he was going to commit a crime but didn't because he was afraid the new carry law made him to decide not. The article clearly acknowledges that there is no way to say the two are directly correlated, but I would like to think criminals are aware of what they are up against when planning a crime.
