It'd probably work, to stop tornadoes, in the same way that a giant mirror above siberia would probably make the ice there melt so that people could live there. There might in both cases be side effects.

It actually happened many decades ago in Smallville. Lex Luthor erected a giant mirror to reflect the sun's rays to the crops so the farmers could have a longer growing season but it was too much heat!! Things begin to catch fire luckily Superboy I was there to save the day.
