They are insinuating that they are bad at math and thus think 25 million shotgun shells sounds scary. There are so many different organizations that need training ammo over the course of a year that 25 million doesn't sound that bad at all. Also since the DHS has groups that arguably shouldn't be buying ammo such as FEMA and immigrations services, sites like this usually want people to believe that dems are secretly stock piling weapons for something.
