If you don't spend the annual budget, you don't get as much the following year. "Always follow the money" Global Warming is a serious issue but just like everything in America, it's been grotesquely exaggerated and abused past the point of usefulness. George Carlin was right, there is nothing wrong with the planet, we the people are fucked. Regulation is too short sided and doesn't really do anything in the long game.
