I think Carson understands perfectly fine. Yes raising the ceiling allows us to fund existing commitments, but what he's saying is go back and adjust the commitments. Something that everyone of us routinely does.

to more money for planned baby murderhood, entitlements to the hard core dem voting welfare base...

and more money to fund lawsuits against white people that blacks want to get money from.

that was a "committment" that should also have never been created.
