The point isn't Obammy issued more executive orders, the point is that the president told Trump to keep an eye on it.

Regardless of how many Obama ordered he got a great deal of shit for it. I don't think the exchange is a big deal.

I think an order is for things like if the president is working late and they need take out. Obama did it less than W because obviously he's a slacker. A memo is like when he needs to set up a tee time, hence why there's loads of them.
