But now everyone has them because the criminals got them and bribe police to keep them. Then again bribery has always been a commonly accepted way in that culture to supplement very poor civil servant wages. I got my drivers license there by stopping by the local pub for beers with the tester and leaving the change for a 20 Bolivar bill on the table for him to pocket. My brother was an international pilot flying the Gulfstream IV and before he was promoted from co-pilot to pilot he had a very difficult time explaining to pilots that if they wanted to get fuel some time that day, they'd better let him go to the hanger to bribe the fuel crews.
