That's incorrect. Take the "global" angle if you'd like, whatever helps you back up. Also the Muslim Council of Sri Lanka condemned the attack. But this attack was located in Sri Lanka, where there actually is a violent sect of Buddhists who've committed terrorist attacks in the area before, so to dismiss that probability off hand is pretty rash.
