If you want to fight a war and do some nation building like we have tried in Iraq and Afghanistan that might apply but there are other ways to punish Iran and not going for regime change. Instead of terrorists focusing on the dictators (i.e. Assad) they were left with lots of territory to control and only the West to think about. Dig into the numbers supplied by that site. They count a patrol boat the same as you would an aircraft carrier. Iran has zero aircraft carriers, zero destroyers, 88 patrol boats, and a ton of auxiliary and amphibious vehicles that make up the bulk of the 398.
