Adam Schefter thinks that one team, if not several, will be putting in waiver claims on Justin Miller...and the Browns are among them:

Former Jets cornerback Justin Miller, who was placed on waivers Tuesday, will not wind up with the New England Patriots on Wednesday, that much is certain.

 

Where Miller winds up is another question.

 

But at least one team with a worse record than New England — and presumably others, being that there have been multiple inquiries — has put in a waiver claim for Miller. At 4 p.m. ET, Miller is expected to find out where he will be going.

 

Any number of teams from Oakland to Cleveland to Minnesota to New Orleans could use cornerback help. Any one of those teams, if not all of them, could put in a waiver claim for Miller.

 

The answer comes later today

On September 18, 2007, the Jets placed Miller on injured reserve due to a season-ending knee injury he suffered in the Jets 20-13 loss to the Baltimore Ravens.[1]

 

The Jets released Miller on November 11, 2008.

 

a second round pick, released after 2 seasons.....

Mangini likes guys who can play inside and outside...and Miler is an outside guy. Add into that there were rumors that it was a personal 'doghouse' issue with Miller after he got injured...and I would say he is worth a shot. Especially since he was a pro-bowl special teamer before the injury.
