If you're a "constitutionalist" then you're anti this. The police receive a lot of funding from their confiscating of 'criminal' property. Some, clearly, is for criminal use. Again there are too many other cases where its clear over reach and the victim (that's exactly what some people are) have to PROVE it wasn't for criminal use.
