As one cop put it in Indianapolis they are now like firemen waiting on a call to respond. No longer are they doing any pro active police work to prevent crime and why should they? All it does is get them in trouble with no credit for the work they do but only face the risk of being hung out to dry. It is much easier and safer to just take a report after the fact.
