White House memos warned in run-up to pandemic of up to 2M deaths, economic devastation... The Navarro Memo

Top White House trade adviser Peter Navarro warned in stark terms about how deadly and economically devastating the coronavirus outbreak could be, weeks before it became a full-blown pandemic.

Navarro delivered the warnings to others at the White House in internal memos in January and February, saying that the United States could see up to 2 million deaths and trillions of dollars in economic damage.

“This lack of protection elevates the risk of the coronavirus evolving into a full-blown pandemic, imperiling the lives of millions of Americans,” Navarro wrote in the memo, according to the Times.

Navarro’s first memo came as the president was downplaying the prospect of the virus coming to the U.S., while, at the same time, just days later on Jan. 31 restricting travel from China, after it was reported that COVID-19 was first discovered in China in December 2019 in Wuhan, Hubei province.

The memo reportedly warned of up to $5.7 trillion in economic costs and up to a half-million American deaths in a worst-case scenario.

In late February Navarro penned another memo, this time addressed to the president himself and escalating the warnings.

The Feb. 23 memo, first reported by Axios and confirmed by Fox News, warned that “there is an increasing probability of a full-blown COVID-19 pandemic that could infect as many as 100 million Americans, with a loss of life as many as 1-2 million souls.”

The estimate was ultimately in line with what officials say could have happened without any social distancing measures and other precautions now in place across the country.

In his memo, Navarro outlined such scenarios and called for funding to tackle the problem.

“To minimize economic and social disruptions and loss of life, there is an urgent need for an immediate supplemental appropriation of at least $30 billion dollars [sic] to support efforts at prevention, treatment, inoculation, and diagnostics,” Navarro wrote. “This is NOT a time for penny-pinching or horse trading on the Hill. Uncertainties associated with developing a vaccine and viable treatment options should NOT slow down investments in these high risk, high reward ventures.”

Navarro added: “In this Administration, we take appropriate risks to protect the public. We move in Trump Time to solve problems. We always skate to where the puck might be—in this case a full-blown pandemic.”

Navarro wrote that he believed that the U.S. “CAN develop a vaccine and treatment therapeutics in half the usual time,” and said “we MUST get appropriate protective gear and point of care diagnostics.”

Navarro’s second memo went on to outline the need for additional personal protective equipment.

Yet a day after Navarro's second memo, Trump tweeted: "The Coronavirus is very much under control in the USA."

And who is the real flu pandemic expert but Dr. Fauci and what was he saying about the flu risk to our country in late January and February. He said it was minimal.

I would also note Navarro was the one arguing with Fauci about hydroxychloriquiune and thank God we had Trump giving out valuable information about hydroxychloroquine at pressers and getting FDA approval while Faucci downplays the drug every chance he speaks about it.

Sounds like that might be on the economic conservative side Tour. 450k on unemployment in Ohio in the last month. That's going to deplete the state rainy day fund in a hurry. Some (maybe a lot) of those folks aren't going to be able to go back to their jobs when we get back to 1\2 of a sense of normalcy- because their businesses folded. Yeah- my POV even taking into account the $2 trillion bailout. Several long time restaurants here have already said they're not coming back- another month of shutdown, and it's going to snowball. Just like our National Debt will when the Feds have to bail out states who are flat broke sending out unemployment compensation. 

And if we save 200k lives by shutting the country down? I'll let you divide 200k into $5.7 trillion and tell me how much each life saved by a national shutdown cost us.  Of course us Catholics say each life has immeasurable value.  :) Speaking of religion, shutting my Church down for 10 weeks as St. Amy recommended, is a damn near economic catastrophe. Not a lot of cash reserves, mail in donations down to a trickle of what they should be, and the utility bills and out of work teachers salaries didn't go away. No Easter Service means the twice a year Christians are off the hook, and the Easter collection is usually triple that of a regular Sunday.  

But OBF does have a point- it wasn't just Trump downplaying the potential seriousness of the virus.

OBF still thinks Chloroquine has been proven effective... so there's that...

As for Fauci.. until the virus was proven to community transmissible, his minimal measures were appropriate. He changed his tune as soon as te science dictated. Trump... not so much.

 

Interesting rumor developed around the source of Navarro's memo being "leaked". Navarro was embarrassed by word of his prior weekend shouting match with Fauci, Birx, etc. over Chloroqiuine and in an effort to bolster the public's opinion of him he released the memos to show how right he was early on.

The word from White House staff is that Navarro writes a lot of memos on a wide variety of "stuff" including tin-hat conspiracy theories. That his volume at once both insured he'd be write about one and almost guaranteed it would go unheeded.

It's pretty much common knowledge now. Yes it was a grossly overestimated loss of life. And?

Next it was gonna be 100 to 250K dead.  Now that is turning out to be grossly overestimated.

Sounds like Trump was right all along.

It is effective to an extent.

You people's concern over how this medication may have adverse affects on patients is sooooo fake.

Be honest. What you're really afraid of is that it might work, making Trump the hero.

It' way to early for this virus to subside, you need it to continue inflicting damage to the economy and the people.

What we know for sure is a poll of doctors worldwide have rated hydroxychloroquine as the most effective tool in their limited arsenal to fight covid19. It should not be a political football. I am glad Trump has been outspoken about it because many people would not even know to talk to their doctors about it if he hadn't. That is exactly what the dem state rep said who credits HCQ as saving her life. She said she only knew about using it for covid19 after hearing Trump speak about it at one of his pressers.

 One of the leading doctors who has prescribed HCQ for over 40 years said he has never seen any side effects that  lead to hospitalization when taking HCQ in prescribed doses. It is a very safe drug to take and those hyping the potential deadly side effects have no leg to stand on. It is a drug exactly like Trump states that what have you got to lose in trying it? If it helps that is wonderful but if not than you lost nothing by trying. There are many testimonies though of people who say it did help.

Just let that all come from doctors. Not a president that's speaking instead of the medical experts. The ones standing behind him. 

Good drug to take it not it should be tested and confirmed for it's use, not just people all over asking for it for no other reason than "their guy" said it was great. 

 

I think it's just Trump's massive ego. He wants to be seen as the hero. That's why he just can't shut his mouth about, well, anything. 

If it works, great. Tell the American people the great news and your doctors can explain more. Details. But don't blow your load before anything is confirmed

I don't care myself who is getting the word out for covid19 patients to talk to their doctors about using HDQ I am just glad to see the message get out. The message that is not getting out is about ventilators.

Your opinion. My opinion is I was surprised to see the lack of success of those placed on ventilators and there is a lot we are still learning about treating covid19 patients. I am not anti ventilator as they are necessary at times. You spoke of your father with lung cancer. My brother also died of lung cancer and when he was on hospice I took care of him and I know the issues of lack of oxygen.

No, not wanting to see him become the hero is the real issue behind all of this.

You are making it sound as though Trump has done the research himself and is out there advocating it as a solo act.

You mentioned the ones standing behind him.  You don't think one of them would pull Trump aside and say that this isn't such a good idea?

Think about it. If this stuff is so harmful that it may hurt people, would the left be giving Trump their full support?

The left loves to tell us to "listen to doctors." It's time for them to take their own advice and stop spreading propaganda against Hydroxychloroquine.

 

The most hated topic for mainstream media is President Trump. The second most hated topic is Hydroxychloroquine, the malaria drug that many, including the President, believe may be a valid and potent treatment against the coronavirus. They hate the second because they hate the first, and President Trump has been touting results of the drug’s use for weeks.

A new survey of 1200 doctors indicated that 65% of them would prescribe the drug to family members if they contracted the disease, and 67% said they would take the drug themselves. One of the mantras from the left since the coronavirus prompted the current crisis is, “listen to doctors.” Well, here we go…

Correct, I don't think they would tell the president to stop talking during his speech. Even if they address him in private there's no guarantee he'll listen. The dude is already firing anyone that's ever looked at him the wrong way. And he's already gone and jumped in while experts were talking.

 

And yes, I 100% agree that he wants to be seen as the hero. That's his ego. That's his whole presidency and his public life in general. He needs to be the guy that knows everything.

Actually I think they have done so in the Task Force meetings, but Trump gonna be Trump...

Lord knows they've stepped up to the mic after him and "corrected" him multiple times in the daily White House rallies on Chloroquine and other subjects... most recently on Covid "not coming back in the Fall."
