On balance it would make more sense to take away rights from people who are more likely to cause harm. But it is a slippery slope and a hard decision to make. Does this really matter? He used his toxic religion to justify his actions. He used his actions to further their agenda. If you ban entry to Muslims from unstable Middle Eastern countries, then you can focus your resources on trying to find Americans who are likely to be turned.
